MELBOURNE, Nov. 11. Mr Hyslop (ex-T'ffrasurcr) and Mr Armstrong (member of the Natal Parliament) have arrived to en|qfu!ire into Australian legislation, Agriculture, irrigation and railway management. Mr Irvine (Victorian Premier), at the Mayor's 'banquet, annolunced that there were reasons of a private character .which would not allow hi in much longer to occupy the position of Premier. Mr Irvine, replying to subsequent rumours that he intended to appoint himself to a seat on the Supreme Court, gave the story an emphatic denial. He declined to give, any statement rewarding the reasons for his impending withdrawal. His friends state that the step is prompted by a desire to keep together his practice at the Bar, upon which he is dependent. It is thought he will not resign before the present Parliament has completed its work.
