LEGISLATIVE COUNCIL.
WEDNESDAY, NOVEMBER 11,
The Council met at 2/30. The Duncdin City and Suburban Tramways and Water Power Hill were put through ull stages.
The Workers Compensation for Accidents and Lubour Department Dill were read a second time pro forma. The Timber Export Duty and Hating on Unimproved Values Hills were read a second time undebated.
The Companies Dill was reported from committee with technical amendments made by the joint statutes revision committee.
The Scenery Preservation Bill reported with amendments providing a penally of £IUO for removing timber or damaging scenic feutui-es in any proclaimed reserve, the Fisheries Encouragement and Fisheries Conservation Amendment Dills were reported from committee unamended, read a third time, and passed. The Council adjourned until 8 p.m. HOUSE OF REPRESENTATIVES. WEDNESDAY, NOVEMBER 11. The House met at 2*.30. The SPEAKER announced that the lines imposed on the publisher and reporter of the New Zealand Times for breach of privilege had been paid, und the amount, £lO, would be banded over to the library fund.
Mr MASSEY said there wus intonse dissatisfaction throughout the House and country at the non-ap-pearance of the Public Works Statement.
The Hon. HALL-JONES said Ihe Statement would be brought down this week.
In reply to questions. Ministers stated that the New Zealand and South African Steamship Company had more than carried out their contract ; that the establishment of a Government law bureau in Wel'lington was well worthy of consideration, but there were many difficulties in the way of making a change. The adjournment of the House vim moved, and criticism of the replies given to questions occupied the remainder of the afternoon. The House rose at 5.80«
EVENING SITTING. The House met at 7.80. In committee on the Patriotic Fundß Bill, on Mr Seddon's motion a new clause was added providing that the Bill should not come into force until January 1, 1905. In reply to a question, he- said the present trustees would remain in office until that date. The Bill warn put through its iinal stages. The amendments proposed by Governor's message in tine Counties Act Amendment Bill were agreed to. Mr SEDDON. explained that they were directed to give the Governor-in-Council power to authorise the taking of tramways across roads in districts where the Counties Act was not in force.
The Admiralty House (Aucktand) Act. Repeal Bill was read a second time on the voices.
Managers were appointed to represent the House at a conference with the Upper House on the amendment in dispute in the City Single Electorates Bill.
The amendments made in committee on the Orchard and Garden Pests Bill were agreed to, and the Bill was put through its linal stages.
Hon. C. H. MILLS moved to recommit the Government Valuation of Land Act Amendment Bill, to consider certain amendments.
Mr KIRKBRIDE moved to recommit it for the purpose of giving local bodies representation on Assessment Courts.
Mr KTRKBRIDES motion was lost by 34 to 30, and Mr Mills' motion was agreed to cm the voices.
