The following Bills were read a ■econd time: —Port Chalmers Corporation Empowering (E. G. Allen), Otago Dock Trust Electric Lighting (E. G. AUsd), Carterton Borough Water Supply (Buchanan), Waniono Drainage District Adjustment (Steward), Thames Harbour Board Empowering (McGowan), Taranaki and Hawera Hospital Districts Apportionment (Smith), New Piymruth Borough and Taranaki Hospital Exchange (Smith), and Whaogarei Borough Repayment of Kensington Park Rate Enablirg Bill (Mander). The second reading of the Wairewa County Bill (Ell) was screed to, Mr Seddon intimating he would oppose the Bill at a later stage. The second readings of the following Bills were agreed to:—Petone Foreshore Vesting, Hutt Mechanics Institute Sale, Palmerston North High School, Timaru Harbour District and Harbour Board, LytSelton Harbour Board Enlargement, Ohristchurch Drainage Amendment, Wanganui Suburbs Lighting, New Plymouth Harbour Board Empowering, Wellington Corporation Leasing, Waiapu Hospital District, Otago Harbour Board Empowering, Patea Harbour Board Foreshore, Taranaki School Commissioners and Bjrough Exchange, Christchurch Special Lrans, Waikakopu Harbour, Auckland Empowering and Reserves Exchanges, Mokau River Trust, Waimate Water Races Validation, Inchclutha Drainage, Gisborne Harbour Board, St. Albans Empowering, Huirangi Domain and Institute Empowering, Dannevirke Electric Power, Wairoa Harbour Board, Masterton Hospital Contributors Empowering, Gore Athenteam Reserves, Collingwood County, j Wellington City Recreation Ground. j REFKREBJDUM. /Mr Seddon moved the sesond reading of the Referendum Bill. He said there were several questions that might; with advantage be referred direct to the people such as:—Reform of the Legislative Council, Leasehold versus Freehold Tenure of Land, and Bible Teaching in Public Schools. With regard to the last named, h<j said tha 1 out of 1754 public schools in the colony only 156 gave instruction in scriptural subjects. He would be no party to en croachihg on the time devoted to secular instruction, bui be regretted more use bad not been made of the facilities at present available for teaching scripture before and ef oer school hours, (Left sitting.)
