The Daily News. THURSDAY, OCTOBER 22, 1903. LICENSING BILL.
The long looked for measure, dealing with the licensing question, w.-u brought down by ihe Premier on Tuesday night, 'ihe measure is far too important and too long to deal with in shis issue, and we prefer putting the measure in the hands of our readers ec> that they may read it and form their own conclusions. Further, there it practically no hope of the Bill going through this session. This is rather 8 n advantage, as it will give plenty of time for all the provisions of tha measure to be freely and fully discussed. No doubt this is the object the Premier hap in view, and tbe discussion will be most useful to him and every one who honestly desires to deal with this vextd question in a fair and reasonable manner. The measure has to deal with one of the greatest social problems of the day, and one which is not approached by all parties with a wholehearted desire toarriveatfiaality, and this increases the difficulties of dealing with the question. We suppose it I would be quite impossible to produoe a, moasure that would have any ohance of! pleasing everyone, and the main thing j to arrive at is to provide facilities for the will of the people being voiced without the possibility of its being evaded by mere technicalities. What; is wanted is simplicity, and we hope to see the licensing law consolidated and simplified as much as possible, then there will be some hope of finality in licensing legislation.
