PER PRESS ASSOCIATION, LEGISLATIVE COUNCIL. Wednesday, October 21, The Council met at 2.30 p.m. fieplying to Hon. W. C. P. Carncross the Attorney-General said the Government was ascertaining whether there was any truth in the rumour that Germany was likely to annex (samoa. The drown Grants Act Amendment Bill passed its final stages. In Committee on the Municipal Corporations Bill the Attorney-General carried an amendment that where the Council of an individual boiough increases the number of membeis it is unnecessary for the whole Couccil to go out, the election of extra members being only necessary. A new clause enabling a Council to regulate advertising upon its property was carried. A new clause was also added imposing a penalty for trespassing upon any public cycle track, A new clause proposed by the Hon. W, M. Bolt enabling a Council to purchase, after a year's notice, gas works at a price to be determined by arbitration was negatived by 24 to 4. Hon A. Smith moved a new clnusc giving a Council the po*er of referendum on any matter affecting the interests of a borough. This was postponed for a fuller consideration, and progress was reported. The Animals Protection Bill was committed. Clause 4, amending section 7 of principal Act was struck out, and the Attorney General moved in lieu thereof that any person in the bona fide occupation of any land, or a son of such person, or any person appointed by the owner may kill game on such land without being liable to a penalty. Progress was reported and the Council rose at 5 p.m.
HOUSE OF REPRESENTATIVES. Wuhrday, October 21st. The House met at 2.30 p.m. Hon. Hall-Jones, in reply to Mr LaarensoD, said he would make inquiries as to the probability of the crew of the Loch Long being on the rock known as " The Sisters," and as to sending the Hinemoa in search. REPLIES TO QUESTIONS.
In r.'ply to questions, Ministers i stated that power should b9 given to Coroners, Judges, and Magistrates to suppress the publication of the horrifying details similar in character to those in connection with the recent ic quest at Wellington; that the Government were unable to take into sniou3 consideration the subject of importing coloured labour of any kind to New Zealand; that it would be impossible this session to deal satisfactorily with a Teachers Superannuation Bill; that the party of 200 Austrians who recently arrived in the colony were able to pass ■the education test; that the medals for the Bth, 9 h and 10th Contingents left England on the 10th Oatober; that it was proposed to have a special pxhibit of pictures ot New Z •aland scenery sent by the Tan ist Department to the St. Louis Exposition should the Government decide to have an adver ising exhibit, which question was cow under consideration, the preparation of a suitable illustrated booklet for distribution being a srmll matter which could tie readily prepared and printed; that there was no question whatever but that private hospitals sbou'd be under tbe -control, as to site, plans, etc., of the Government,

J After farther debate the second reading was agreed to. The House adjourned at 5.30. Evening Sitting. The House resumed at 7.30, wdtb-makino industry. Hon. Hall-Jonee moved the second nadißg af tbe Wine Adulteration Bill, which, he said, experience hod shown to be necessary. The industry was in its infancy and that was tbe time to place it on a proper footing. After some debate Mr McLachlan, as a pretest, moved that the Bill be read a second time six months hence. Hon. Hall-Jones urged the House to proceed with tbe Bill. The amendment was carried bv 36 to 27, and the Bill was thus killed.
