St. John Broderick, ■peaking at Hull, said the strength of the volunteers had materially increased under the new neguktions, and tha' since he had satisfied Lords Roberta and Kitchener he was able to disregard outside criticisms. With regard to the War Commissions' rfport, the itquiry related to a period when he was not responsible for the War Office,
