It is cfficially reported from Darmstadt, where the Ca-r and his family are staying, that, owing to circumcumstances over which he has no control, the Cz*r is obliged to postpone his visit to Italy. Received 14, 1.3 a.m. Rome, October 13. All the newspapers commnnt on the postponement of the Czt's visit. The Tribune savs the Russian police are ill-informed if they as«ert that the dignity of the person of the Czar is less safe in Italy then elsewhere. The Popolo Romano declares the postpoucment cannot be ascribed to any fiuit of Italy. The Italie says thit 50 Russian deti cMv»s made inquiries at Rnme unde* M. Lopukine, Director of Rusfian Police, who was misled, and saw ritks where none exist-d.

Nelidoff, |Rus«wn Ambassador at Rom", apI proved of the arrangement*, and re commended the Cztr's visit, the postponement is interpreted to bs the result of insufficient police protection, and the threatened SocialicS demonstration.
