PBB PBKB3 ASSOCIATION. Received 12,11.2 p.m. London, October 12. The Daily Telegraph authoritatively reveals that Mr Balfour was anxious that Mr Chamberlain should succeed Mr Ritchie, but Mr Chamberlain declined and recommended Mr Ritchie as a temporary stop-gap chancellor.
