The Hod. J. Carroll moved the committal of the Sand Drift Bill, which ho explained was an initial step for dealing with sand dunes and drifting sands. Hon. T. Y. Duncan moved the committal of the Impounding Act Amendment Bill, which defines the term " the nearest pound " in the original Act to mean that the pound which having regard to the condition of roads or rivers or the like circumstances can be most conveniently reached at the time of impounding. Hall Jones moved the second reading of the Sea Fisheries Act Amendment Bill, deigmd to place our sea fisheries on a more satisfactory footing. Mr. Massey complained that there was far too much " Qovernor-in-Ooun-cil" in the Bill, but considered there was a strong case in support of the measure.

After a short debate the second reading was agreed to, The New Zetland Institute Bill (Ward) was read a sscond time without debate.
