J The Railway Department Estimates ; were entered upon shortly before 2 a.m. A lengthy discussion took place \ >as to amounts tnafc should be chargad to revenue and what to capital. Sir Joseph Ward contended that if the theories put forward by those op posed to the present system were pu* into practice it would crush the life blood out of the users of railways. Sir William Ru-s-ll said thut the ! whole system of railway accounts of the Auatialabian co!ot\ies w.is radially wrong. Sis- Joseph Ward would nevor consent that the cost of a railway carriage, to last thirty years or so, was to be taken out of the pockets of the people by putting murderous rates upon them. After prolonged discussion the whole vote was passed unaltered. Progress w*s reported and the House rose at 7.50 a.m.
