EMPEROR'S RESOLUTE ARM? ORDER. ! FRICTION WITH.HUNGARY. PES PRESS ASSOCIATION. Vienna, September 19. Great excitement is manifested in Hungary over the Emperor Francis haviug issued a resolute army order overruling the Hungarian military demands. He declares that the army must remain united and undivided, to as to be strong enough to defend I Austria against every foe. I The Emperor expresses his intention to continue to harmonise the vaiious nationalities, turnirg to the best account the special quality of each for the common good. The Maygar newspapers unanimously declare that piyment of taxes and permitting recruits will ba refused u-it'l the national aspirations ara conceded.
