MANCHURIA.
RUSSIA'S TERMS FOR SURRENDER. CEDING SHADOW, RETAINING SUB3TANOE. KI FSKSB association. London, September 9. The Times' Pekin correspondent states that a Russian note undertakes that China shall resume the administration and rights in Manchuria on condition that she does not cede any part of the provinces to another Power, and grants no concession to Great .Britain unless a similar concession ie made to Russia. The correspondent adds that Russia surrenders no material advantage. She hopes to pacify Japan while retailing absolute military control in Manchuria.
