The Waimate Racecourse Rteerves Act Amendment and Ohristchureh Tramways District Act Amendment Bills were committed and passed their final stages. The Borough of Gore Eleetrio Power Bill was committed and amended in arcordano-i with a recommendation of th 5 Local Bi'la Committee and reported. BOUSE OF REPRESENTATIVES. Tuesday, September Ist. After the Telegraph Oflioe olosed the vo 68 for the Public Health Departm nt, Industries, Commerce, and Tourist Department, Colonial Treasurer's Department, and Old Age Pens ods Department, passed unaltered after considerable disoussion. The House rose at 3.20 a.m, Wednesday, Septehbeb 2hd. The House met at 2.30 p.m. The Hon. R, J. Seddon cave notice to move that after to-day Government business take preoedenee on a Wedn sday. The Wellington Corporation Leasing Bill and Defence Act Amendment Bill (Seddon) were introduoed and read a first time. Ia reply to questions, Ministers said that labour farms near large centre* of population did not pay, and it was better to take this class of labour away from tewnß altogether; the Lands Department had placed a block of 7000 acres of light bush land in the band* of the Labour Department to absorb this olasi of labour; that Government were making enquiries as to tbe necessity for the introduction of a " Pure Food Bill"; that Government did not consider the timj had yet arrived (or obtaining an estimate of cost of constructing the Rimutaka railway deviation ; that Government would take into consideration the advisibleness of giving a guarantee or a bonus to ex* porter s of fruit, and assistance to establish canning and pulping factories; th it it was a stipulation of the Lands Department that in laying out every township site in forest country, reserve* for scenic and recreation purpoew should bo made. iThe House rose at 5.30 p.m. Evening Scram. The House resumed at 7.30, TJbe debate on the Barmaids Abolition Bill was resumed by Mr Grvham, who oontended the proper plane (or legislation of this kind wai in a general Licensing Bill. Mr Hone Heke spoke against the Bill, and moved a hostile amendment that it be real a second time six months hence. Mr R. MoKenzie seconded th* amendment. Mr Taylor strongly supported tb* drinoiple of the Bill. Mr Witheford opposed the Bill. Mr Ell explained he had cast no reflections on barmaids, but he objected to the calling. Hon. J. McGowan considered the work might be all right, although • man might not like tq see his daughter in it. Barmaids' hours probably n« quired shortening, but there was no sound argument for the Bill. Mr Rutherford opposed the Bill. Mr Major thought that if tha Opitt' ions if bot lkeepers throughout th* oolony were taken it would be in favour of abolition of barmaids. Mr Seddon oootended that the mar* riage rate was among barmaid* than women in any other calling. Instead of abolishing barmaids they should limit their hours. Mr E. M. Smith opposed the Bill, After a len»thy debate, th* motion to read the Bill a second time six month* hence was lo.it, and the motion for the second reading of the Bill was thrown out by 42 to 16.
