Mr Chamberlain has declined to ■uictioa the Jamaican loan. Beceived 1,0.36 a.m, London, August 31. The Daily Mail states that the Countess Ulbandini has been arreted in Bome for an insurance fraud. She was trying to obtain money on the life of a aister supposed to be'dead. Several accomplice* connected with the substitution of a dying patient from the hospital for the sister in question were also charged with forgery. It is rumoured that proofs of other crimes weie discovered at her residence.
