The objects whioh the Bill is intended to effeot are : 1. To enable the Sew Plymouth Harbour Board to borrow, subject to the provisions of " The Harbours Act, 1878," any sum not exceeding £160,000. at a rate of interest not exceeding £5 per centum per annum, to be applied for the construction and carrying out ot works for the improvement of the Port of Mew Plymouth,
