AUSTBILIA OBSTINATE. MR PBJEBB ASSOCIATION. Melbourne, August 20. With regard to Mr Chinnerlaii 's cabled references to penny postage, tbe Federal Postmaster considers the adoption of universal penny postage by Australia is impossible, as it would add £280,000 to the annual loss of tie Postal Department.
