Received 19, 0.51 a.m. Constantinople, August 18, Halmi, the murderer of Rostovoky, wae an Albanian. VIESNA, August 18. Austria was not consulted, nor informed officially, regarding the despatch cf the Russian equadrorr. The news was received at Vienna with doubt and dissatisfaction. Austria is now trying to dissuade the Czar from miking a demonstration, inasmuch as the Snltun bas begun repaiation for the murder of Rostovoky.
