Received 18,11.31 p.m. Ottawa, August 18. lord Stratbcoaa, in opening the Congress of representative-i of Chambers of Commerce of the Empire at Montreal, emphasised the importance of preferential trade within the Empire. , He declared that this was accomplish'able without any serious departure , from free trade, I The mention of Mr Chamberlain's ' name was greeted with repeated ingLord Brassey, president ot the ConIgaess, briefly commenting on Mr ! Chamberlain's proposals urged his ) hearers to inquire exhaustively before : acting, adding that an open mind was the b-Sj preparation for action. j The Congress discussed a resolution that the self-governing colonies should participate in the cost of Imperial defence; also an amendment that the colonies should exclusively, provide for their own defence. A compromise was reached in favour of a contribution to Imperial defence, but that Canada should adopt her own method.
