Judge Williams had lately expres-ied himself very strongly on this matti r, and on the duty of magistrates His Worship here quoted Judga Williams at length, ar.d Siid in cases of fact, where he was asked to raise the fine to facilitate an appeal, he should in future refuse to do this. Judge Williams had pointed out that in nearly erery case where the appeal was for the purpose of getting a re-hearing, that the Stipendary Magistrate was much more likely to cme to a right judgment than a Judge. This class of appeal was becoming much too frequent, and in the learned Judge's opinion the attention of the legislature snould be called to the m »ttpr. The application for leave to Rppaal would be dismissed.
