Biron Constant, on being interviewed, stated that Britain and France were ready to s ; gn an arbitration convention on tbe lines of one Britain negotiated with the United States, They were also ready to favour tee working of tbe Hague Tiibunal, and that as a prelude to the settlement of old difficulties a limitation of armimenls is certain to follow.
