The opposition to the opening of the ' ports is said to be due to Russian objections. The fact that the coneuls accredited to China are living in towns practically under Russia's control, with the prospect of their nations enjoying extra territorial rights, is leading to friction similar to that experienced at Niuchwang. China hag promised the Washington authorities an early opening of Mukden and Tatunykao to the world's trade. Advices received s.ate that Manchuria not having been opened to foreign trade was due to the presence of Chinese, British, and American military spies in the guise of merchants, Russia has intimated to Fekin htr willingness to permit foreigners to live in Manchuria six jears hence, hoping in the meanwhile to re-establish order and tranquillity, TREATY FORTS TO BE OPENED. It is semiofficially announced here that Senator Hay and Count t'assini have arranged for the opening of the treaty ports on the 28tb. The Russian Charge d' Affaires afterwards renewed the pUdge in writing, and said Mr Conger's duty was to secure the embodiment of a commercial treaty with China of conditions whereon the porta would be open. The conference at Port Arthur had placed the internal administration of Manchuria on a workable and harmonious basis, rendering possible the opening of the ports without undue sicrifise of Russia's interests, and guaranteeing the opening would be respected. Americans are elated at Senator] Hay's success, Japan being warmly complimented. It is semi-officiaV.y interpreted at New York that Russia has scored a nominal diplcmatic victory in getting America to assent to her ownership of Manchuria, while America has secured a complete business victory.
