MR OOPKLAND'S SUGGESTION Per Press Association. The tariff should be capable of being lowered or suspended according to necessity. One pricciple, affirmed by the Tariff Act, should ba to provide an imporS duty on foreign wheat, ssy of 2?, with a rebita on ci'.onialof Is, thus slightly advantaging tbe United Kingdom farmer as compared with the colonial. Then to make a progressive increase in following years to 4s, with a 'rebate of 2s 6d in favour of colonial, with a duty on flcur slightly above that on wheat.
