The conference at Fort Arthur includes the Governor of Vladivostok, th 9 Russian agents at Korea, railway ) and steamship officials, and a group of St. Petersburg financiers. | The chief question discussed is the consolidation of the far Eastern possessions under tha control of the GovernorGeneral. The Russian Mining and Lumber Company, which iB practically a Government institution, and controls tha timber concessions at Yalu, is introducing tramways and electric light at Niuchwang, Mukden, and Harbin, There are 30,000 troops at Port Arthur and 16,000 more are expected.
