PRESIDENT LOUBET.
A TRIUMPHAL PROGRESS. CONFERRING DECORATIONS. VISIT TO QUEEN VIOTORIA'S TOMB. FEB PBESS ASSOCIATION. London, July 8. President Loubet made a triumphal progress through Pall Mai!, Regent, and Oxford-streeta to fiolfcom and Cheapside. Decorations along the route were genera!, The President was bar quetted by the King) the Prince of Wales, and the Duke of Connaught. At the French Embassy he conferred numerous decorations, including the creating of the Lord Mayor of London and Admiral Lewis Beaumont, Grand Officers of tha Legion of Honour. A gorgeous gala performance of opera was given in honour of the visit. The King and Queen, M, Loubet, and all the Royal family were present, and a wonderfully brilliant sssembly. The display of diamonds was marvellous. Pail's oparas, Rigoletto, Romeo and Juliette, and Carmen were produced. Madima Melba and Madame Calve took part.
President Loubet visited Windsor' and laid a wreath of white lilies on Qaeen Victoria's tomb. He is so pleas--d with the cordiality of his welcome in EngUcd tha* he expresses a hope that he may revisit it,
