REFUSAL TO OPKN MANCHURIA. RUSSIA'S GRIP ON CHINA. PIE PRESS ASSOCIATION, Received 20, 0.67 a.m. London, June 19. China has again refused Japan's demand to open Mukden and Ta'ungkau. Dr. Morrison asrrts this is evidence of' Russia's grip on China. Even Chang Ohitung and Yuanshikai oppose the opening of new treaty ports in Manchuria.
