He said no colony was yet able to stand alone in the matter of caval defence, and tba' the majority of the colonies recognised the moral obligation to contribute to the Imperial navy. He consider d tbe accumulated wealth of a colony thould constitute a reasonable basis for its contribution. Australia would do well to accept tbd Admiralty's offer.
