In the House of Commons Lord Cranborne's reply to a question on the Congo Free Sta'e atrocities, not altogether satisfying the House, Mr Balfour intervened and accepted Mr Herbert Samuil'a resolution that the Government should confer with the cosignatories to the Berlin treaty and the Cbngo Free State to cecure an abatement of the evils, and the freedom of trade. Mr. Samuel conssntej to omit a statement that the Free State constantly violate 1 the treaty.
