THE STRIKE BILL. PBB FUSS ASSOCIATION. Melbourne, May 20. ' The second reading of the Ftnke Bill was carried by 60 votes to 18. The Premier announced tha"i he would omit the penal clauses in committee. The passage of the Bill i i its altered form was necessity to enable the Government to carry out its duly towards the loyalists and to those who resumed duty. In tha case of men who willingly joined the strike, it was desirable in the public interest that eome of them should have their compensation reduced in accordance with the magnitude of their offences. It woufd be unwise to. retain the penal clauses. Possibly provision would be made in the Railway Management Bill to prevent future strikes. Only half the number of trains will run till the new commissioners take charge. Besides losing thir positions, 20 members of ths executive sacrificed compensation amounting to about 43500. The graduates of Dublin University residing here have decided to memorialise the Dablin University to confer the degree of D.C.L., Honoris Causa, on Mr Irvine, in recognition of his statesmanlike qualities.
