Received 19. 0.23 a.m St. Petebsb'teg, May 18. Prior to the o ltbreak at Kis'oi'n ff, M. de Plehve, Minister cf lotericr, in a confidential d<=epitcri, warned the Governor ef B?ssntabia of the preparations agaicßt the Jewp, and directed him to contribute to stopping the disorders by admonitions without any recourse to arms. He urged tint owing to the goneral disquietude rf the town population, the urides'raWerjess of instilling anti-Govermenfcal feelings by too severe measures. The newspapers at Kiahineff inflamed the population, accu=ing the Jews of ritualistic murde-s, but the Vice-Governor, who rccupiei the office of press c*neor, declined to interfere. The Governor assured a deputation that they had nothing to fear ; but the mssFacres followed.
The police are hounding the rio l ers. New York, May 18. There is intense indignation at New York where a Hebrew appeal for a relief f jnd was warmly endorsed by Christians. Hay communicated with Russia, whi rep'icd that there was little dis'rs?, but charitable offers would nevertheless ba appreciated.
