LORD ROBKRT6' FIRMNESS. PKK PRESS ASSOCIATION*, London, May 5, Replying to tha Duke of Bedford'* criticisms in the House of Lords on his action in placing Colonel Kinlocb on the retired list in connection witb the "ragging" scandal at the Guards, Lord Roberts declared that his decision was in aomrdacoe with the regulations and also in the beat interests of the Army. He dfclar'd that he would not allow honourable traditions to he sullied by a disgusting and degrading form of bullying.
