The Standard in a leader cays that Britain can scarcely fail to inform Russia that the abeorp f ion of Manchuria osnnot become an accomplished -fact without raising the whole Chinese question. It is stated at Washington that Russia thrice pledged harself in writing to maintain the policy of an "opendoor" in Manchuria. It is understood that Britain, America, and Japin will mike joint r* presentation?, not to Russia, but to China, firmly insisting on her non-ccquiescence in Russia's conditions. The National Zeitung says Germany has always regarded Manchuria aB a Russian sphere. The Powers inters'*ed must settle matters with Ru«ia themselves.
