Pftß PRESS ASSOCIATION. Sydney, April 4. The proposals o! the Admirai for the establishment of a caval defence foica have been submitted to the Federal Government. They include *ha establishment of a Royal Naval Reserve, and the m inning of a third cUss cruiser by Australian officers and men. The proposed strength of the reserve is 25 officers and 700 men distributed over the whole of the States, while three veese's will be used as drill ship?, one manned by Australians and New Zealandere enrolled in proportion to the population of the various Stit es.
