Admiral Dewey and the General Naval Board consider that the defenoa of the Unite J States and its possession* and oommerce require 48 first-elaaa battleships, with two armoured cruisers, four cruising scouts, and four larga destroyers, with auxiliaries for amy four battleships. They advise that tha fleet be increased yearly by four battiaships, and the others in proportion.
