OONTBIBUTIONB BY THE COLONIES ADMIRALTY FOLIOY CONDEMNED. Per Press Association. Received 22, 4.50 p.m. London.. March. 21. The Spectator says that the Admiralty policy regarding the Colonies is radically bad. Statesmen grumble because the Colonies are apathetic, yet they will not allow them to make that contribution toward naval preparations which they would willingly make. If Statesmen ceased dinning into the ears of the Colonies that only cash eontiibutionswere worth having, and contributions in kind worthless, they wonld Boon find the Caloniea raising naval reserves from their seafaring populations, and equipping local squadrons.
