The result of the Bye election is attributed to-careless Unionist organisation, estrangement of the publicans •wing to the Magistrates' cwcellicg Hcensrs, also to the spectre of large military expenditure. The Timet warns the Government that Mr Brodriek's and tbe military experts views are at variance with! those of the country, and adds thit it rests wi«h the Council of Defence to place tbe navy on a proper footing and determine the size of tin Army accordingly. Otherwise a perilous reaction will be hastened.
