A telegram faom Pretoria to the Morning Post states in reference to the Legislative Council in the Transvaal, that Generals Botha, Da La Key, and Mr Smuts ascertained in an underhand manner the Boers' views regarding their proposed appoin'ments to seats and they declined to accept eeatp. They announced their supposed grievances in a manner which nullified their utterances, which were favour- \ able to the .administration of the ""oniony.
