PER PRESS ASSOCIATION. Napibr, March 12. The Premier laid the foundation s'one of ths new Government Bui'dings here to-day in the presence of a large concourse of people. Lie spike a 1; some length, refe-ring to the services rendered to the c lony by the members <-f the old Provincial Council of Hawke'd Bay, who hid bien responsible for the erectioD of the building now being replaced, The Premier is a guest this evening at a smoke concert given by theUnitfd Fire Brigades' Association, and he will leave by express train to-morrow morning for Wellington.
