Six hundred municip»l and other delegates attended tbe Guildhall conference, It wu revolted, with ooly two dissentients, that t'.e responsibility of finding work should be undertaken jointly by the iccal authoritice and the Central Government, and that legitUtion was necessary to etnpswtr both to *eal adequately with tbe problem. The Government recommended the establishment of labour bureaux, lb* restriction of *lien immigration, tod ■ns'iiuting public works as palliatives, but a gent ral improvement in the condi' ion of the pe p'e must be among the curatives.
