Received 23,10 p.m. London, February 23, Router's agency states it was ioformally suggested to Mr Chamberlain that the Cape war coLtributien of ten millions should be a final and absjlute proof of Dutch loyalty. Some urged that the amount was excessive. Mr Chamberlain declined any contribution which was cot made absolutely, unanimously and spontaneously.
