OPENING CEREMONY. THE KING'S SPEECH. ADDRE-8-IN-REPLY. Per Prees Association, i Londok, February 18. ' The King and Queen remained seated through the opening ceremony. I The Prince of Wales, Lord Salisbu-yJ and the Archbishop of Canterbury' were pressnt. ! Kiug Edward in a clear voice read his speech which emphasised his advice to tbe Sultan of the urgent need for practical and well causidered reforms. He hoped that Britain would be able heartily to support the scheme which Austria and Russia were preparing on behalf of th» Powers for reforms in the Balkans. Mr Obambarlain's tour had been attended with the happiest results. Although the estimates had been framed with economy the needs of the country and t';e Empire would make large expenditure inevitable. The Duke of Roxburgh and Lord Leitrim in the Hou >e of Lords and Mr GreSton and Captain Grevil'e, in the House of Commons moved and seconded the Address-in Reply which wag debated in a discursive manner. No indiotion was giv-n fxcpp 1 ; on the question of army reform that the debate would be protracted, j The House of Lords agreed to the Address-in-Reply.
Mr SlacNannra will move an amendment to the Address in R-<ply, urging the necessity for immediate legi ktion to remove the hardships caused by lack of workmen's house?.
