The Czar urges Prince Ferdinand to use unsparing efforts to hamper the activity of the Bulgarian Committees and bands. POWERS PREPARED TO USB FORCE. Received 18,11.15 p.m. London, February 18. The Times says it is understood at Sofii that the Powers are prepared to go beyond moral suision to compel the acceptance of reforms in Macedonia. It is doubted at Vienna whether the! Powers proposal of a semi-independent Moslem Governor-General will suffice to check the insurrectionary movement.
