In I view of the colony's state of irritability, it was likely to provoke discord and dangerous agitation in favour of a Representative Council. ! lord Milner replied that the cooperation of all sections in open council would lead to mutual resptct, and the explanation of the Government policy ( would remove misconceptions. He vainly renewed the appaal to the , Generals, who, in reply, said they felt , they would be unable te be of real service to the Qove-nment or the country j if they accepted the positions. Despite their refusal, the Council will shortly be formed, and will comprise 30 members, including 16 Govern-' ment officials. . I
