The second deals with the manner of adjudicating claims and administering the customs. Mr Bofeen suggests several changes " in the German and Italian protocols, and accepts the British, except in slight detail. Lojtdos, February 9. Lord George Hamiitin, speaking at Bradford, said that he expected that the "Venezuelan dispute would be eettkd within a few hours. Lord George also stated that the blockaders were not causing any delay. Bbrlin, February 10. The newspaper Lokalauzerger says that Mr Bowen's attitude renders it desirable to abandon negotiations at Washington.
