Mr Seddon said that a radical change seemed necessary. He was sorry to hear the expressions of opinion concerning tha Court which he had beard lately. Tho appointment of a Suprem Ocurt Judge as president of the Court, it had been thought, would give thi office and the whole thing a superior position and be better for all parties concerned. But it eeemed now that it ■vas inste id going to draw and bring •!own the Supreme Court itself. If this went on hn thought it would be s matter for the Legislature to take into consideration. He would say without hesitation that he did not think ihe president of the Court would desire to ict partially or do anything unfair or unjust. If the employers and the unions Were continually being harassed by anything done in the administration of tbe Act, that wag never intended by 'lis Legislature, which would take good care to see it did not go on. With f respect to taking proceedings for breaches of awards, the Premier, said ha though!; this should be done by someone outside the union, and that che Government would hive to appoint some ou'sk'e authority, who would be neither unionist or employer, nor undtr the control of either.
