It is announced at Washington that if a compromise r»girdiug the proportion, of preferential treatment is not reached, Mr Bowen is prepared to pay an amount in cash which the blockadsrs are wiliiog to accept as a preliminary to the Hague Confsrence. S Mr Bowso has rejected, on behalf of Venezuela, the poposil of the Powers' that the Alius should retain twenty j per cent of the customs revenue for the! other claimants. I Mr Bowen diclared that the principle of the proposal was offensive to modern civilization, and that Venezuela would prefer to refer the question of preferential treatment to the Hague Arbitration Court.
