The Yellow Book shows that France in November last suggested to Russia that there should be cancerted action by the Powers in order to compel the Porte to ra-orpanisa Macedonian administration. The Czar then sent Oeunt Lamedorff, Minister of Foreign Affaiis, to arrange an entente with Austria. It is reported at Odessa that an Austriin squadron is mobilising at Pola ('he chief Austrian naval station), and the Rusiiac fleet in the Black Sea in order to simultaneously enforce reforms in the spring.
