THE ARBITBATION QUESTIONS. PEE PRESS ASSOCIATION. New Yokk, January 7. The Allies have informed Mr Hay of their willingness to allow Venezuela to confer with a view to fettling preliminaries prior to submitting questions to Tbe Hague Arbitration Tribunal. The blockade is to continue until President Castro accepts the conditions provided in the previous nite. A hope is expressed that certain claims will b3 settled wi hout The Hagutja intervention.
