BOROUGH LOAN PROPOSALS.

PUBLIC MEETING. On Monday eveaing there was a conS'dttrablu muster of citizens at the Town Hall to heir explanations by the Borough Council relative to certain loan proposals which are to be submitted to a poll. His Worship the Mayor (Mr E. Dockrill) presided. The Mayor, after alluding to tho purport if the meeting, explained at some length the financial part of the question with a view of showiog no increase in rates would be necessary, although it was obligatory in raising the loan to provide for a rate 4d or 4£d ; a temporary general rate would produce more than sufficient for defraying the annual charge consequent on the loan, as well as meat the ordinary expenditure and wipe out the present overdraft. This fact, he said, was app^r-! ent by the existing surplus as shown j in the estimates. Captain Rogers said the residents of the back streets were not likely to vote for a loan for putting a drain through the centre of Devon-street. Or. Brooking, then at the Mayor's request, explained the water, electric light, and streets proposals. Gr. Tisch explained the drainage and salt water baths proposals. Some discussion took place on e*ch of the items, which were all in the main approved. Referring to the water supply proposals, Mr R. Cock moved, tba 1 ; it- be an instruction to the Council to provide for the installation of the Junction road pipe line, in addition r,o the proposal* submitted. Seconded by Mr Gi'odacre aud carried. While tan baths proposals was under consideration Mr King moved, that a sum of £3OOO be approved for this purpose. This was seconded by Or. Brooking, and carried. A resolusion was carried that the poll on the loan proposals be taken on Wednesday, 18th June. On the motion of Mr James Paul, votes of thanks were accorded to Crs. Brooking and Tisch for the trouble taken by them in c-xplaißing the schemes, and the usual compliment to the chair terminated the meeting.
