CAPE COLONY.
AGITATION TO BUBPEND THE CONSTITUTION. FKR PEBSS ASSOOIATIOK. Received 20, 10.42 p.m. Cape Town, May 20. Mr Runciman, member for Oonstantia, has issued a manifesto on behalf of 46 Colonial-Imparial progressive members. It declares tbe suspension of the constitution is imperative. The Dutch theaaael ves are , anxious for it. The colony should have test for two or tkree years in order to avoid the acrimony incidental to elections. Sir James Gordon Sprigg's majority of eight implies that three or four men rule, and compel members to make cempromises, with the consequent weakening of aay measures. It is submitted that loyalists were entitled j to demand a redistribution of seats on j a numerical basis. Such, however, i would never psss the present Parlia-; ment. Redistribution alone would maintain the supremacy of Sprigg's Ministry. Mr Runciman believes that ! federation will bogin from within, j That would consume yeavs. Other colonies meanwhile wni'-e to boycott! the Cape commercially and politically-.'
