RUSSIAN INFLUENOE WEAKENED. PER PRESS ASSOC rATION. St. Petersburg, April 9. A Russo-Persian loan of ten millim roubles has been arranged on thi same conditions as the loan of 1900 The Ntivde Vemrya states that th< D'Arcy oil concession in Persia, follow ing on the heels of the Anglo-P«r»iar telegraphic convention, is a fresh blow to Russian influence and interests ii that country.
